Texas licenses no painters — verify insurance and identity instead
There is no state painting license in Texas and no city license in Austin. That makes three checks non-negotiable: a certificate of insurance emailed directly by the agent showing general liability and workers' compensation, an active Texas Secretary of State or county assumed-name registration under the contract name, and a real physical address.
Ask whether the crew on your house is employed or subcontracted. If it is subbed, ask whose workers' compensation covers them — Texas does not require private employers to carry it, which is exactly why you should insist on it for anyone on a ladder at your house.
Prep for UV, movement, and limestone
Austin's clay soils move, and that movement shows as cracks at the corners of windows and along stucco control joints. Ask how cracks are treated: cut, filled with an elastomeric sealant and cured, not just skimmed with caulk on top of paint. On limestone and masonry, ask about breathable mineral coatings versus film-forming acrylics — the wrong product traps moisture in stone.
On hardiplank, ask about caulk at butt joints and whether they cut out failed caulk or bridge it. On south and west walls, ask what the warranty says about fade and whether the product line is upgraded on those elevations.
Timing: not July, not a cold snap

Midsummer surface temperatures on a west wall run far above air temperature, and paint applied to a hot substrate flashes and loses adhesion. Ask the crew their maximum surface temperature and whether they chase shade around the house.
